II.1.4. Short description
Qualification of an Engineering Procurement Construction and Commissioning Contractor.
The first project concerned an EPCC for the upgrade of 4 (and 1 in option) compression unit currently driven by gas engines. The scope of the project can be summarized in the following :
- Motor electrification, replacement of the 4 existing gas engines
- Retrofit of the existing compressors, a major retrofit must be carried out in order to bring the operating hours of the compressors back to 0.
- Upgrade of the control command, a new control architecture (state of the art) has to be implemented for the new motors, the existing compressors and auxiliaries
- Upgrade of the cooling bank, due to noise issues the cooling banks of the compressor unit has to be upgraded.
- A recompression system must be implemented in order to minimize the methane emissions of the compressor units
The Scope of the project as well:
- Civil works for the installation of a new technical building (for VSD, new control cabinets,…)
- Electrical activities
- Instrumentation activities
- Automatization activities
- Piping and mechanical activities (for the cooling bank and compressor upgrade)
- Overall integration of the upgraded compressor units into the existing station
- Project management
- Safety management
- Quality Assurance
The detailed scope will be determined later, based on the basic design (FEED) that is under preparation and will be included in the tendering document.

1) The candidate must have an average yearly turnover of at least EUR 22.000.000 over the last 3 years. This criterion applies to the candidate as a whole, i.e. through the combined capacity of all members of the group in case of a group of economic operators. In addition, the following financial ratio’s shall be met:. • Current ratio (i.e. current assets divided by current liabilities) must be above 1.0;. • Solvency ratio (i.e. equity divided by total assets) must be above 20%. This criterion applies to each member of the group in case of a group of economic operators. 2) The relevant professional risk indemnity insurance must have a minimum coverage of EUR 5.000.000. Note that for EPCC projects Fluxys intends to contract a CAR insurance to cover all parties on site, for the time of the site works. If for specific reasons a CAR is exceptionally not subscribed by Fluxys but still considered necessary, it might be requested to the candidate to provide such a CAR. It will always be detailed in the Invitation To Tender. Criterion 3: Minimum 3 and a maximum of 10 references where the applicant was contracted in standalone of as part of consortium an EPC contract, with a minimum value of EUR 10MEUR per reference for its part of the works managed. Minimum 2 and a maximum of 10 key references, as described in Criterion 3, carried out by the applicant itself, or via contractors it has worked with, or expect to work with. . If applicable, these key references may be covered by its references as main EPC contractor. Apart of the number of references, the completeness and the quality of the documents received will be evaluated (meaning all requested information should be provided, and presented in the required form). Criterion 4: the contractor must be able to prove through the CV that he has the necessary skills to cover the scope described in the project description. (with internal resources or with subcontractors with whom he has already worked in the past). the CVs that the contractor proposes must have at least 5 years' experience in the field for which they are being referred. Criterion 5: for all persons listed by the contractor via the CVs in criterion 4, they must all be fluent in English and at least 1 fluent in Dutch for on site activities. Criterion 6: ISO 9001:2008 [or other ISO standard related to supply chain management] certification or equivalent. Criterion 7: ISO 14001:2015 certification or equivalent. Criterion 8: the contractor must be able to prove that he has the resources available in the planning from March 2023 until mid 2025, one FTE available per discipline needed to cover the scope described in the project description
