II.1.4. Short description
The objective of this contract is to detect, survey and register all potential threats to the Fluxys Belgium gas transmission pipelines. This includes (non-exhaustive list) detecting:
- Ongoing or recently finished activities carried out by third parties (announced and un-announced works)
- Farming activities at a depth of more than 50 cm, such as the installation of drainage pipes, deep plowing, soil drilling, specific soil cultivation techniques.
- Changes in ground surface due to erosion or other effects having a potential impact on the initial coverage of the pipelines.
- Missing, damaged or non-visible Fluxys-markers.

SECTION III. LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1. Conditions for participation
III.1.1 Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

- The Candidate shall provide a copy of his own Air Operator’s Certificate- The Candidate shall provide a copy of his own Specialized Operations high risk authorization- The Candidate shall provide a copy of his Air Operator’s Licence valid for “aerial photography” and “aerial monitoring”
III.1.2 Economic and financial standing
List and brief description of selection criteria:
The candidate must have the necessary economic and financial standing to perform the contract. 1) Proof of the candidate's economic and financial standing may be furnished by one or more of the following references:- the presentation of financial statements or extracts from the financial statements, where publication of financial statements is required under the law of the country in which the economic operator is established;- a statement of the economic operator's overall turnover of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading.2) The candidate must also provide evidence of relevant professional risk indemnity insurance.
Minimum level(s) of standards possibly required:
1) The candidate must have an average yearly turnover of at least EUR 1.000.000. This criterion applies to the candidate as a whole, i.e. through the combined capacity of all members of the group in case of a group of economic operators.
In addition, the ratio between assets and liabilities must be above 1.0 (+ bank guarantee if ration insufficient. This criterion applies to each member of the group in case of a group of economic operators.
The Contractor shall buy all necessary and compulsory insurances with respect to his professional activities. More in particular, the following insurance policies will be written and maintained during the whole period of the contract:
• General Liability towards passengers;
• General Liability towards non-transported third parties
both with a minimum amount covered of 5.000.000 € per occurrence.
Fluxys Belgium will be named co-insured in the above mentioned insurance contracts.
III.1.3 Technical and professional ability
List and brief description of selection criteria:
Experience in aerial monitoring must be provided : Demonstration a experience of two years in aerial observation flights (with a min of 500 h/year) including inspection/observation flights of linear infrastructure (pipelines, power lines, railways,….). The candidate needs to provide certificates of satisfactory execution of these missions. Languages (operations manager, HSE, administration) : The Candidate shall confirm that the employees will speak at least French and Dutch (CV will be provided)Languages pilots : the Candidate shall confirm that all pilots are able to communicate fluently verbally with the observer. The language of a Fluxys photographer is French or Dutch, the pilot shall adapt to this language (CV will be provided)Languages photographers : the Candidate shall confirm that the photographers are capable to communicate orally and in writing both in French and in Dutch. (CV will be provided)
