II.4. DESCRIPTION SUCCINCTE DE LA NATURE DE L'ETENDUE DES TRAVAUX:
SUBJECT OF THE MARKET CONSULTATION:
This notice does not concern a public contract, but is a notice in the context of a market consultation. This market consultation does not aim to select a specific partner for the realisation of (a public contract of) the Oosterweel Link, but precedes the actual selection- and award procedures.
CONTEXT:
The Oosterweel Link will make the Antwerp Ring, the R1, a complete circle. The Left Bank, the southern port, 'het Eilandje', Merksem, and the area surrounding the 'Sportpaleis' will meet and connect. The Oosterweel Link will ensure smoother and safer traffic on the Antwerp Ring and less cut-through traffic on local roads. The surrounding residential areas will benefit from improved air quality, reduction of noise pollution, and creation of more areas of open and green space. Thus, the Oosterweel Link will not only provide a solution for the daily traffic congestion on the ring road but also a more pleasant way of living, working, and residing in Antwerp and the surroundings.
The Oosterweel Link construction will start at the end of 2017. In the course of 2016, the various public contracts, which each represent a specific project, will be tendered. This market consultation concerns both the tendering of the public contracts, and the realisation of the Oosterweel Link.
OBJECTIVES OF THE MARKET CONSULTATION:
BAM hopes to achieve the following objectives with this market consultation:
 To obtain an effective and actual competition, by informing potentially interested (market) players as much as possible about the projects / public contracts so that they are encouraged to participate / submit a tender. In that context, BAM will organize an information meeting (see section VI.2 of this notice) and possibly also visit certain targeted companies.
 To receive feedback from the market, which will be taken into consideration in the organization of the procedure (cf. tendering and realisation of the Oosterweel Link).
SCOPE OF THE MARKET CONSULTATION:
This market consultation aims to introduce the 'entire' Oosterweel project by means of a global approach. The Left Bank project / public contract will be tendered separately and is as such not included in this market consultation.

 BAM provides a Market Consultation document (in Dutch/English), in which the different projects / public contracts of the Oosterweel Link are explained in more detail. This Market Consultation document can be obtained, without any cost, via the e-notification portal or by sending an email to BAM on the email address aanbesteding@bamnv.be.
 On April 29th 2016 BAM will organize two information meetings for the interested market players. A session in English will be held at 10:00h and a session in Dutch at 14:00h. During these meetings:
o BAM will introduce the Oosterweel project extensively by means of presentations;
o BAM will clarify the questioning raised by this market consultation;
o The market players will have the opportunity to ask questions.
The meeting will take place in Antwerp. The exact location will be announced separately to all the interested market players who register.
For the interested market players to be able to attend the meeting, they are requested to register no later than 15:00h on April 22th 2016.
BAM will check the registrations. BAM will then confirm the interested market players' participation in the information meeting no later than April 26th 2016 to those who have registered timely. The confirmation will be send by email to the email address indicated in the market player's registration.
BAM reserves the right to reject any requests to attend the meeting, for example, if the presence of the party concerned is not considered relevant in light of the market consultation objectives.

 The interested market players who participate in the market consultation should submit their written replies no later than May 27th 2016. These replies include responses to the questions contained in Annex I of the Market Consultation document, as well as any additional remarks or reflections.
An interested market player who participates in the market consultation can express the request to clarify his reply in a meeting. BAM will comply with these requests as much as possible, but cannot guarantee that all requests for a clarification meeting will be granted. BAM can also take the initiative to send an invitation for a clarification meeting. This will, among other things, depend on the number of requests and the topics about which a clarification meeting is proposed.

 The list of questions in Annex I of the Market Consultation document is indicative. Any interested market player who participates in the market consultation is free to leave questions unanswered or to enter any additional comments and objections concerning any aspect of the envisaged method for the tendering of the public contracts and realisation of the Oosterweel Link. BAM stresses that every reaction or remark should be substantiated as clearly and concretely as possible.
